Dunno. I was under the impression that Clapham Junction also served
some trains to Victoria.

the Clapham Junction to Battersea area?


If South Eastern trains were somehow able to switch to the Waterloo
route at Clapham Junction [which, at least for practical purposes, they
can't], then the whole issue of the possibility of changing at Clapham
Junction wouldn't arise. But if the SE trains stop at Clapham Junction,
then there is a pretty obvious possibility that some pax might change
for SWT services to Waterloo instead of staying on the SE service to
Victoria.
