Any projected ETA on monthly caps?

The problem with monthly caps is that it's almost certainly going to be
based on a defined month of 1st-31st, which isn't going to suit the vast
majority of people

I used to be paid 13 times a year, ie a 4-week, 28 day month starting on a
Monday (a calendar was supplied)

Would this suit better ?
