A pre-paid contactless card which can only be used for travelling (on
bus, train or tram) would be acceptable. But wait, is that not what
Oyster and ITSO already are?

Not really, because Oyster only works in the London area, and ITSO cards
only work on one TOC (they could be set up to work on multiple, but I
see absolutely no indication they will, especially as TOCs are dragging
their feet even getting them implemented 'internally').
