Clearly they understood its utility. Unfortunately, given the traffic
into Charing Cross, it was completely impractical.

When I first used Waterloo in 2010 having been away for many years, I
was pleasantly surprised to see the new footbridge to Waterloo East.
It is a big improvement over the previous arrangement.
