According to my local council, as long as you are legally in the country and have lived in the
district for 6 months, then you are eligible to bid for a property when one comes up suitable for
your family's needs. The applicant with the most housing points gets the property.


Yes, it's the perceived need, rather than length of wait, which is the
primary qualification at that stage.
