I met someone who works in TfL's head office recently, and she didn't
have a good word to say about them!
Why? On the whole, I think TfL does a reasonably good job, other than when
overruled by the mayor (eg, money wasted on bendy buses, Boris buses, SSR
signalling contract, Garden Bridge, etc). But I've no idea what it's like
to work in the office.
