Default TfL, Guide Dogs and Minicab Drivers

Whilst my natural reaction to this is "good", it does raise the question
of whether assistance dogs are special and whether private hire drivers
are allowed to refuse passengers (irrespective of number of legs) for
any reason and if so what?
