A Freeview-type transmitter might well charge based on the number of
stations you wish to transmit (eg CH4 and Ch4+1, costing more than just
Ch4).

bandwidth does an unused phone number use?

Apart from that, your ability to fail to distinguish between
broadcasting and telecoms speaks volumes.
