A multimillionaire lobbied for a rail line extension while he was a
Conservative MP that was likely to benefit one of his investments.

Richard Harrington was accused by a judge — in a hearing arising from his
£20 million divorce — of being “evasive” when asked about the investment in
a business park, which was not included on the register of MPs’ interests.

During his nine years as MP for Watford, Mr Harrington, 62, was a minister
for business, work and pensions, the Home Office and international
development. He stepped down at the general election last December. He said
he had since checked that his interests were properly registered with the
parliamentary authorities.

His former wife, Jessie, 61, said the financial settlement hearing at the
Central Family Court had revealed details of assets that “were completely
new to me”. “It is not how I would expect a government minister to behave,”
Mrs Harrington said. “I always believed he had been 99.9 per cent truthful
with me.”

The couple married in 1982 and separated in 2013. Mrs Harrington served a
divorce petition in 2017. The assets that caused concern included an
investment in a business park that would have benefited from a planned
extension of the Metropolitan Tube line in the Watford constituency.

As an MP Mr Harrington, who is now a property investor, secured a
government pledge for an extra £73 million for the extension to include a
new station near the Croxley Park business park.

When the extension was approved in 2015 George Osborne, who was the
chancellor, said that it would “open up new economic opportunities”. He
added: “Richard Harrington’s hard work as a Conservative MP ensured I was
aware of this project and its importance to the area.”
