Default Foglight fools

Is it just me, or is the irritating trend for morons to drive around
with their foglights on, on the clearest of nights, growing? It seems
especially bad driving through Sudbury and Alperton.

I really do not appreciate having to shield my eyes from some fool's
blazing rear foglight, nor being dazzled by the foglights of the
driver behind me.

Just why do these idiots bother? Having foglights on doesn't exactly
improve the appearance of a car, and just looks ridiculous on an old
Nissan Primera (incidentally, I do find that Primera drivers tend to
drive dangerously, flitting madly between demon dragster driver and
timid old granny modes of driving at will! No offence intended to any
good Primera drivers on here, btw)

What is the legal position withg regards to the unnecessary use of
foglights, especially if they cause a hazard by dazzling or
temporarily blinding other drivers? If I were to have an accident as a
result of such inappropriate use, would the foglight fool be to blame?
