Sorry if this sounds flippant, but what are 'discrete services' ?
Trains that no one knows about ? Or do they just run very quietly ?


Discrete and discreet have discrete meanings.

Presumably it means that the Mayor will get control, sorry, "an
increased role", for defined individual services, e.g. Waterloo -
Richmond - Hounslow - Waterloo, but perhaps not Waterloo - Richmond -
Reading.
