Ideally, the shuttle would be small traqins running every 5 minutes of

Isn't the DLR being extended to both custom house and the airport?

It already goes to Custom House - has for over 10 years, since they
built the Beckton branch. The extension now being built is from just
south of Canning Town, roughly following the old Silvertown Tramway
route to City Airport and King George V dock.

They also have approval for, and are now looking for concessionaires to
extend this line under the Thames to Woolwich.
