more complex and the HC is not the definitive guide, and "temporary"
signs are allowed for a testing period.

Having said that it is taking the **** to expect people to follow a
sign that's not in the HC..


Similar signs used to be quite common (though IME "except from High St
East" rather than just "the East" but only (again IME) in London. In my
youth they were always combined with No Right Turn signs.

Nowadays the DfT resists firmly any No Entry signs with exceptions other
than for buses.
