Not unusual; for routeing purposes and the likes, only proper National
Rail issued season tickets count as such. In particular, a PTE-issued
season ticket[1] is not - and, while TfL tends to work a bit
differently from PTEs, I don't see why they should be any different in
this respect.
[1] I believe this includes PTE-sponsored point-to-point seasons as
well as "zonal"[2] tickets, but I'm not sure.
[2] Quotes intentional, as a "zonal" ticket has a specific meaning in
terms of the NCoC and routeing rules, while I'm using the term to
refer to any ticket which has an area of validity rather than being
valid between two specified stations.
