Trains from Folkestone don't come into Victoria.
Catch the train from Folkestone to Charing Cross. Walk to Trafalgar
Square
and take the no 9 bus from Stop S all the way to the Royal Albert Hall.
I believe that Stop S is to the north-east of the square - the opposite
corner from Charing Cross, but look at the map on any of the bus stops
outside Charing Cross Station to find its exact location.
Walk out of Charing Cross Station and catch a number 9 Bus (showing the
destination "Hammersmith") from the stop on the Strand, on the same side
as the station.
You'll need to buy a ticket from the machine at the stop before boarding
(GBP 1.10, exact money needed), unless you've bought a Travelcard as
part of your train ticket.
Sorry, it's £1.20 cash now :-/
The 9 will drop you right at the Albert Hall and the journey time,
depending in traffic, should be about 20-25 minutes.
And it's generally a very pleasant journey, passing through Trafalgar
Square, Piccadilly Circus, down Piccadilly, round Hyde Park Corner and
through Knightsbridge. A whole section of London sights in a short bus
journey!
