I think they are - although they are mainly community transport
contractors, they have both won TfL tenders in competitions. HCT
operate the 153, 394 and 388 (and possibly others) and ECT operate the
195 way out west, all of which are "real" TfL routes (the 388 is even
double-deck, and runs right into the City).

But your original point probably stands, because I expect their TfL
routes are operated as "profit-making" routes. Someone else will
probably know for sure!
