I think it meant late finish to engineering work (again....), in this
case on the footbridge leading from the Met platforms to the canteen
(as bits of bridge concrete have fallen off lately).

Unlike the same day at Queens Park, where the same phrase meant canopy
guttering falling off and hitting a train.
