Default GNER trains terminating at Peterborough - why?

Kings Cross Ticket Hall and waiting area were being used by Emergency
Services as a make shift 'hospital' to treat casualties, so only
Platforms 9,10 and 11 could be opened.

GNER trains were terminated at Peterborough as there no were else that
could handle all the GNER trains turning around. WAGN were operating a
service from Peterborough for onward connections.

I was a bit surprised to hear on the news that GNER trains from
Scotland are terminating at Peterborough - this seems somewhat
excessive. Is it because this is a crew change point and if they
brought the trains nearer to London there would be no handy relief
crew to take the train back or what?
