Default GNER trains terminating at Peterborough - why?

Peterborough is the closest GNER station to London. Although services stop
at Stevenage this does not have any facilities to reverse south to north.

There are a few places where reversal could be done, but using them would
probably impede the flow of other trains - best service all round probably
is by reversing at Peterborough.
There were a few GNER through trains during the day on Friday additional to
the Peterborough reversers which provided a fast service to Peterborough.

excessive. Is it because this is a crew change point and if they
brought the trains nearer to London there would be no handy relief
crew to take the train back or what?
