True, by psyoped I assume you mean mind control, whether noncoersive by
propaganda or socially coerced to more exotic methods such as
hypnotism, drugs, RF or EBS.

I'd say in the case of the former the individual is responsible for his
own actions, but in the latter it's questionable because he is being
compelled to act against his will or is helpless to oppose as in
induced MPD or DID, were another personality is invoked.
