I'm fully aware of it. It isn't, however, an effective punishment for
cyclists who do not intend to drive, which is what my point was,
unless an attached cycling licence is also introduced.

(A general point- I'd love to know why people tend to get so polarised
in discussions about the merits of various modes of transport, and why
they cannot consider the issues on their own!)
