People who started their journey at an ungated NR station and interchanged to
the tube at somewhere like Moorgate perhaps?


Shouldn't they validate at Moorgate?


They'd be expected to if they wanted to travel outside their zone on a
tube line.

But perhaps this situation is treated differently because some people
might consider the tube leg and DLR leg as two separate journeys, and
not think to touch in at Moorgate.
