People who started their journey at an ungated NR station and interchanged to
the tube at somewhere like Moorgate perhaps?


Shouldn't they validate at Moorgate?


If you already had a ticket valid to Bank and were going to use prepay for the DLR
journey you wouldn't expect to validate at Moorgate.
