Those are to brush away or break new growth and light branches that
are suddenly hanging low one day due to rain or wind or whatever.
Although such branches would not normally be tough enough to break the
upper deck windscreen they might be tough enough to put a crack or
chip in it or damage the paintwork.

The railing is not designed to protect the entire bus from being
driven headlong in to a big chunky 2"x2" branch that has been
established for some years.
