Default Chingford line frequency

Going back to 2000, it was every 15 minutes weekdays, every 20 minutes
Saturday and every 30 minutes Sunday.

Quite an unusual service pattern - I don't think there are that many
routes that have a different frequency on weekdays (excluding peak
periods) to Saturday.
