Yes but you should probably still merge in turn when it is appropriate
to do so.

Stopping to let traffic out of side roads can also be inconsiderate -
to the drivers behind you. You may not be in a hurry (and I doubt a
taxi "for hire" is in a hurry to go anywhere) but that doesn't mean
that they are not.
