If it chose to, would there be anything to stop SWT advertising the free
tickets more widely and attempting to corner the market in selling
season tickets?

I assume they get commission on the sales (is it 9%?), and if many of
the extra tickets were to be used for trips which wouldn't otherwise be
made, it might be worth the marginal cost to SWT in return for the
commission? After all, I'd guess that not many people living in c2c or
FCC-land will actually do six day trips to Exeter a year, which they
would otherwise pay for.
