Aha - that makes sense!

North Greenwich (Jubilee line) had, until the start of teh year, a
fairly large station car park. However the number of spaces in the car
park was significantly reduced on (I think) 1st January in connection
with the redevelopment of the Dome as a new arena called "the o2" [1].
I don't know why specifically - perhaps the space will become part of
the o2's car park.

I guess what people heard on the radio were former car park users being
annoyed as they can't park there because the car park capacity is now
much less. I must say that no-one can complain they weren't informed
about this in advance - since mid-November, quite probably earlier,
there has been a multitude of very obvious signs around the car park
and station explaining this forthcoming change.
