Yes.
That would seem logical to me, but I'm
not sure what would happen at Victoria, as I wouldn't be able to
"touch out" to get through the barriers as I wouldn't have "touched
in" at any point.
If you have a Travelcard on your Oyster (as opposed to just Pay as you
Go) then touching out will work just fine. Your Travelcard is valid at
Victoria so touching "out" will open the gates. It doesn't "need" to
know about you touching in.
