Does this mean that a single, for example, from Barking to West Ham on
NR is £4 instead of the usual £1.90 for an NR zone 3 - 4 single?

No its £3.00 because the LU cash single fare is £3.00 outside zone 1.

I suspect perhaps that because of the fairly continuous media criticism,
the
£3.00 fare is lost in the detail...

Ah yes, of course.

But still a 58% increase on the usual NR fare. Can this be the
intention? Was there ever a time when this exception for NR zonal
fares existed and the Oyster rules wouldn't result in it being more
expensive?

I am not sure about the timing of zonal fares relative to the Oyster
hike.

NR zonal fares only came in in Jan this year, when was the last Oyster
hike? - In any case, LU fares have been applicable on that line for yonks
haven't they?

Why is there a need to highlight the higher than average NR cash fare
though? As PAYG is valid, presumably regular users realise that and use
Oyster...
