Network Rail

The costs of running the permanent way were substantially lower (ie 50%)
under Railtrack than under either Administration or Network Rail. Looking
at the figures a little more closely, a large part of that increase seems to
have taken place under Network Rail. There appears to have been a
surprising lack of cost management within Network Rail.
Surely the whole point is that Railtrack were mainly cutting maintenance
costs by having less maintenance done. Now more maintenance is being
done at a similar cost per unit work done, but there's a big backlog to
work through.
