Wouldn't've thought that inspectors from one line are qualified to
work on others - otherwise Metronet could have borrowed some from
Tube Lines and there wouldn't have been so much of a problem. ICBW,
though.


Is it possible that track inspections of the tunnel sections were done
by non-RMT Metronet staff some time between Monday evening and this
morning? The SSL lines are less secure, so inspections had to be done
today, but the staff who normally work nights to do that may not have
been available for some hours, if at all today. (Presumably their
shifts normally start before the end of the strike was announced.)

Just a theory.
