Can anyone tell me what the yellow "Signalling asset" sat between the
rails at Green Park southbound Victoria Line is? I've not noticed one
before, but it is rather yellow and obvious. Something for the new
signalling?

No idea.

Also, two flashing yellow lights between the rails at the end of a
Piccadilly Line platform at Leicester Square. I've not noticed them
before either, what do they do?

They are warnings of either a TSR (Temporary Speed Restriction) or the
termination of one. They do have a habit of appearing and disappearing
so you have to be quick! There will be a blue board in the four foot
just after them with either a number on (the TSR in MPH) or TT (TSR
Termination).

The Leicester Square TSR must have gone in in the past few days as it
certainly wasn't there on my last duty last Thursday.

It is perfectly possible that both things have been around for ever,
and I've just not noticed them...

Sorry folks - this isn't one of them. (TSR boards aren't signalling
assets anyway - they're ERU assets.)

The boxes now appearing on the Victoria Line are, I believe, APR
transponders for the new signalling system.
Quite how Westinghouse were allowed to put them in that sort of
position obstructing the suicide pit I do not know, as it isn't
normally permissible to do such things!
