Default Road layout outside watford junction

There seems to be masses of road work going on around Watford Junction
at the moment.

Apart from apparently removing the only bit of cycle lane in the
county that I think was worth the price of the paint (the bit on the
St Albans road from Station road heading North until it's past the
parking and the road goes back to two lanes) TPTB seem also to now
require everybody to turn left when coming out of the road to the main
station carpark.

This seems to mean that cyclists coming out of the station either
cycle through the short stay car park (or the bus station) or they do
a U turn at the mini roundabout just south (or, as a lot do, cycle the
wrong way along the cycle lane along the pavement and out onto the
wrong side of the (dual carriageway) road at the junction with the St
Albans Lane.) None of these options strike me as improving the
longevity of the average cyclist. (I'm actually still turning right
here as the new islands prevent this by a car but not by a bike)

Does anyone have any information about what is actually planned long
term and whether any thought at all has been given to cyclists using
Watford Junction? A google for Watford Junction road layout council
and other possible terms has turned up nothing that I noticed as
relevant.
