later to 0118?

Yes. I think that 01734 was considered adequate for Reading in 1995
(PhONEday), but demand for numbers grew rapidly, and 0118 was introduced
from 1996. The change wasn't very popular with businesses who had
changed stationery etc. only a year or two earlier.
