I guessed that might be the idea, replacing the Circle frequency from
HSK to Edgware Road, but beyond there, how would extra services fit
in: cut the Metropolitan at Baker Street?
One might cynically point out that the Circle Line rarely runs, but in
various ways I don't think it's a goer.
