Just as for anyone who has reasonable suspicion that an arrestable
offence has been committed, LU staff have the right to restrain a
suspected travel fraudster - on or off their property.


Fare evasion used to be a non-arrestable offence, as was the byelaw of
failing to use the gates correctly (if, for example, the man who leapt
the gates had a valid ticket).
Recently, there have been changes to the laws of England and it may
now be that every offence is arrestable.
