Was it initially believed necessary with adding National Railcard discounts,
because the railcard serial number had to be linked to the Oyster card or
something, but turned out not to be needed eventually?

According to the tfl website:

"If you want to purchase other tickets e.g. Monthly or Annual
Travelcards, you need to get a new Oyster card. Alternatively, please
go to a Tube Station Ticket Office or Oyster Ticket Stop and fill in a
registration form to enable your Oyster card to hold longer-period
season tickets."

I don't think this has anything to do with National Railcard
discounts.

Can anyone explain what this is about?
