The design rules do allow a 13.5m maximum length and more than one
staircase, so something similar could win.

I like the concept but it
wouldn't work and I suspect the 4m height with its "squashed" upper deck
ceiling would be very unpopular in the UK.


There's a 1.78m headroom requirement per deck.
