I have a London "Freedom Pass". Until this year it was valid only

yes you can.
Haven't been to Westerham but have travelled to St Albans on the 84
without any problems.
In fact (and it was discussed here) you could have used a Freedom pass
(and indeed a travelcard) over the boundary and indeed usually all the
way on almost any Tfl service even before April '08.
Not, it seems, to St Albans, but certainly to Westerham, Staines and
Dorking.

validity of freedom passes for free travel on all cross-boundary

What you can now do is take any 'local' bus Tfl or not, inside or
outside London or not.
