Herts CC do not seem to spend their own (ie council taxpayers') money
on transport, merely grants from central government. (I assume all
CCs work that way.) Croxley link has been a major project in Herts
grant applications for many years now.


Even though a Hertfordshire contribution would come through government
funds (Transport Grant) I don't think they can spend such money on the
railway. That is a complication with the Cambridge Parkway station scheme.
Money can be spent on rail/bus interchanges and other station improvements
but not on the station itself.
