Not necessarily. This would take over trains from CX that currently
terminate in the loop at Kennington, while leaving trains from Bank to
go through to Morden as now

While the passenger experience would be less confusing if the northern
(small n) branches were split at the same time as this proposal,
there's no operational reason why you couldn't have this extension
with the existing line setup.
