It helps everyone who arrives on the Victoria "side" who wants to go
to the city.

They'd still have to change twice surely - the drawings that
appeared somewhere recently assumed connections to/from the
reversing loop beyond Kennington station, so they could only have
access to the Charing Cross branch rather than the City branch -
therefore forcing a change at Kennington?


Indeed so. The branch is intended to be a prelude to a Northern Line split
with only Bank services going to Morden.
