If the car is charging for 12 hours, you won't even need a full 13A
supply, so you are talking complete and utter rubbish.

It is only if you are using rapid charge that you need more than 13A,
and that will be provided by separately supplied on-street pillars.
The first UK installation of these, in London, is presently being
finalised.
