I'm not sure about that but if you can get the voucher before you get to
the UK, there is a 33% discount on prices.

You can get a Visitors Travel Card for Zones 1 - 2 or 1- 6 and they are
full travel cards which will allow you to use National Rail within your
chosen zones.

A Visitor's Travel Card is a completely different product from the
Travel Cards you'd be able to buy once you reach London and you will not
need a Photocard for one whichever zone combination you choose.
