Where?

I guess he means the sub-surface bits of the ex-ELL, but the only deep
tube section of this is the Thames Tunnel, isn't it?

Overground = NLL +ELL + ELL extensions + GOBLIN + WatfordJn-Euston.
Very little of that is underground.
