..." sounds clear to me.
It doesn't say "... is not valid for travel on trains departing from
London Waterloo or Clapham Junction between 1600 and 1900 ...".
Would it not also be acceptable to start the journey on a train before
1600, and then change to the desired Exeter train further down the line
(ie, without paying for a ticket for either train)?
