I thought the roads were much like the railways, the infrastructure is
publicly owned, the operations that run on that infrastructure are privately
owned.

As Tom says, they shouldn't be. Alistair "Smug" Darling is the only person
happy with building toll roads, because it saves him a bit of cash.

Blackpool Transport is a wholly-owned part of Blackpool Council, IIRC,
operating both trams and buses. They are run as a separate business
in practical terms, however.

I believe the few other remaining municipal bus companies (Rossendale
and Reading are the ones I can think of; there may be others) are the
same.

Also, what about Newcastle Metro? Is that still owned and operated by
the PTE, or is a contractor now involved? How about the Glasgow
underground?

Lothian Buses is wholly owned by mainly Edinburgh, but also West, East
and Midlothian councils I think still.

Of the "transport systems" I can think of neither the sky, sea, canals,
railway tracks (save the channel tunnel) or roads are privately owned.
