SWT to retail Oyster from May 2011

Perhaps this is because SWT have finally persuaded DfT that waiting for TfL
to alter their ticketing estate to ITSO standards is er... pretty stupid.

Previous discussions have highlighted that SWT were bound by their
franchise terms to fit their TVMs in the London zonal area with ITSO
compatibility, not Oyster.
