Goodbye OEP hello compulsory Touch In
 
Had an ATOC brief today. If you have a travelcard loaded on you
oyster and some PAYG credit and wish to travel outside your Zones you
MUST touch in at the start of the journey. If found outside the area
of validity for you travelcard and you have not touched in you will be
charged a penalty fare.

You always had to touch-in if travelling beyond the zones covered by
your Travelcard to somewhere else in PAYG-land, so there's no change
there - the only thing that's changed is that you're no longer
required to obtain an OEP before starting such a journey (though loads
of people never bothered with that anyway).

In fact, going by a strict reading of the rules (TfL Conditions of
Carriage and Oyster conditions of use on NR services), one should
always touch-in and touch-out regardless, even if one is using a
Travelcard on Oyster for a journey wholly within the zones covered by
that Travelcard.

That is already the case, wether on LU or NR - nothing has changed.

But for most journeys outbound from Central London it happens automatically
because all entrances are gated. When travelling inward, potentially from
an unbarriered zone 6 station, someone who hasn't touched in who is outside
his travelcard validity is in the same position as someone without a ticket
at all, so what's the issue with them being given a PF?
